Military Installation Voluntary Education Review

Military Installation Voluntary Education Review (MIVER) is a project sponsored by the Department of Defense (DOD), the Army, Navy, Air Force and Marine Corps since 1991. MIVER is intended to assess the quality of voluntary education programs at selected military installations, and to assist in the improvement of programs through appropriate recommendations to institutions and military services.

The Marine Corps selects the Marine Corps installations that will receive MIVER site visits. The MIVER Governing Board establishes the policies and procedures for installation visits. Marine Corps MIVER covers education and library components.

MIVER consists of MIVER visits, revisits, and consultations. The process for MIVER is as follows:

  1. Pre-site visit reports are written by the installation and its institutions.

  2. Pre-site visit is conducted by the MIVER Team Chair and Administrator of MIVER to receive site orientation and finalize an agenda and logistics.

  3. Site visit is conducted by a team of education professionals with accreditation experience, generally from colleges and universities.

  4. The MIVER team completes a final site report.

The Marine Corps procedure for MIVER follow-up is as follows:

  1. Within 30 days of receipt of the final report, CMC (MRRV), will send a letter to the installation requesting a plan of action be filed in response to the MIVER findings.

  2. Installation establishes a plan of action and submits it to CMC (MRRV), within 30 days.

  3. After six months, the plan of action will be reviewed by CMC (MRRV). Based upon this review, Director, MRV, may determine if the plan satisfied or elect an additional site visit for further action. In addition, an after action response report must be submitted to the Assistant Secretary of the Navy within six months of a MIVER.

The need to assess the quality of voluntary education and library programs offered on Marine Corps installations ensures the maximization and standardization of quality of life programs for Marines and their families.
